- A woman aged 18 or above
- A household in one of these groups: SC, ST, PMAY-Gramin, Most Backward Classes, Antyodaya (AAY), tea / ex-tea garden tribes, forest dwellers, island or river-island residents, SECC households, or a poor household by 14-point declaration
- No other LPG connection in the household
